Mr. Resanovich called the meeting to order at 10:02 a.m. on Wednesday, October 15, 2003, and welcomed everyone in attendance. 

 

PUBLIC RULES HEARING

Notice of hearing to amend Rule 4765-11-03, rescind former Rules 4765-12-02 to 4765-12-04, 4765-12-06 to 4765-12-11, and to adopt new Rules 4765-12-01 to 4765-12-04 of the Ohio Administrative Code in accordance with Chapter 119. of the Ohio Revised Code.

A public hearing was held on the above noted rules and concluded at 10:13 a.m.  A court reporter was present and full transcripts are available upon request. 

 

ACTION:       Motion to accept the rules as written for filing with JCARR.   Mankins first.  Haley second.  None opposed.  Motion approved.

 

REVIEW AND APPROVAL OF THE SEPTEMBER 17, 2003 BOARD MEETING MINUTES

CHAIR’S REPORT, MARK RESANOVICH

·        January Board Retreat

Mr. Resanovich reported that the January 2004 Board retreat will be held January 21 – 23 at the Wyndham Dublin Hotel.  A draft copy of the retreat agenda will be electronically sent to the Board members.

 

·        Jaros Hearing

A Request for Continuance was filed by Mr. Jaros’ attorneys and the hearing has been rescheduled for Monday, November 10, 2003 at 9:00 a.m. at ODPS, Room 134.

INTERIM EXECUTIVE DIRECTOR REPORT, RICHARD RUCKER

Mr. Rucker stated that it is an honor and privilege to serve as the Interim Executive Director.  He went on to say that he has been meeting individually with the staff and acknowledged that EMS has a great staff and he enjoys working with both staff and Board members.

 

·        Rules

Due to the fact that over forty rules are due for review in one month, it has been decided to file the amendments only now and file the rest as No Change Rules.  At a later date, these rules can be amended as needed.

 

Mr. Rucker also suggested forming a Rules Committee, comprised of both staff and Board members, to take a closer look and discuss at length the amendments, which will be brought to the Board.  It was agreed that this would be deferred to the 2004 Board Chair.

 

 

 

·        Renewal Applications

Mr. Rucker advised that the renewal applications have always been sent out six months in advance.   This creates problems in that some certificate holders will either lose the application and require another one or send the application in too early and begin calling about their card five months before they expire.

 

Mr. Rucker presented a proposal that a renewal reminder be sent at six months in the form of a postcard or letter generated through the data base; the application would be sent out 90 days prior to expiration.

 

Mr. Kennington reported that he is working with IT to provide the renewal application on line with security measures so that the application can only be downloaded for a certain time period prior to expiration.

 

ACTION:       Motion to send a renewal postcard reminder 6 months prior to expiration and the application form 90 days prior to expiration.   Mankins first.  Walendzak second.  None opposed.  Motion approved.

 

·        Board Packets

Mr. Rucker recommended sending out the Board packets one week prior to the Board meeting instead of two.  This would enable as much information included in the packet as possible and alleviate having handouts the day of the Board meeting.  The Board members were in agreement.

Ms. VonVille-Feuillerat reported that the American Red Cross-Cleveland Chapter, Cleveland Ohio Accreditation #360, notified the Ohio Division of EMS effective September 24, 2003 that they will discontinue their initial EMT-Paramedic training.  They will continue to operate as a First Responder and EMT-Basic accredited school.
