REPORT AND RECOMMENDATION IN THE CASE OF CHERYL HEIDER
(2002-213-102)
Elizabeth Collis, attorney for the Respondent, addressed the Board to highlight a few points about the case. Ms. Collis reviewed with the Board the steps taken by the Respondent to overcome her addiction and noted that the Respondent takes full responsibility for her addiction.
Ms. Petrella, Assistant Attorney General, acknowledged Ms. Heider’s recovery process but advised the Board not to forget the aggravating circumstances.
ACTION: The Board moved for Executive Session in
order to deliberate the Report and Recommendation of Cheryl Heider (2002-213-102).

ACTION: In the matter of Cheryl Heider, Case No.
2002-213-102, the Board accepts the Findings of Fact and the Conclusions of
Law. The Board, however, does not accept
the Recommendation of the Hearing Examiner to permanently revoke Respondent’s
certificate to practice. The Board instead
recommends that Respondent (Cheryl Heider) retain her EMT-Paramedic certificate
to practice under the following:
1.
Thirty (30)
day suspension which is hereby stayed;
2.
Probation
for three (3) years effective today;
3.
During the
time of probation, Respondent shall submit to unannounced and random drug
testing as designated by the Board, at her own expense;
4.
Respondent
must submit to the Board written verification of authorization to practice from
her Medical Director and her Fire Chief or Administrative Chief of EMS, within
thirty (30) days of the date of this Order, or prior to starting practice;
5.
Respondent
must submit a BCII check at her time of renewal at her own expense; wherefore
no other convictions have been indicated;
6.
Respondent
must notify the Board within ten (10) days of any violation of the

Failure to
comply with this Order of the Board shall result in further disciplinary action
by the Board, in accordance with OAC Chapter 4765-10-03 and the Provisions of
the ORC Section 119.

Director Position
The interview process will take place in March for the Executive Director’s position.

Bill 321
This bill is expected to be re-introduced in the near future with the amendment that removes the regional redistricting language.

House
Bill 41
This bill has passed the House but in a different version than the one the Board had originally seen. Several state agencies have met legislators and addressed their concerns. One area of concern is the creation of a new level of certification, Emergency Medical Assistant. This is an alternative certification for individuals between the ages of 16 and 18 years old. The Board was encouraged to learn as much as possible about this bill.
INTERIM EXECUTIVE DIRECTOR’S REPORT, RICHARD RUCKER

National
Registry
Pursuant to a request by the Board, Mr. Rucker sent a letter to the National Registry expressing the concerns of the Board on two issues. Mr. Rucker received a reply from the National Registry and provided the Board with a copy. The National Registry agreed to develop a system for reporting the scores of high school students prior to their 18th birthday.
Also, the NHTA is undergoing development of the National EMS Scope of Practice Model. Once this project is completed, the NREMT Board of Directors will make decisions regarding both of the Intermediate certifications. William Brown, Jr., Executive Director the National Registry, has offered to address the Board regarding the Scope of Practice Model.

Updates
The staff is currently conducting second interviews for the EMS-C Coordinator and Education Coordinator positions and hopes to have these positions filled in the near future.

Mr. Rucker stated that he serves on this committee, which
was formed to develop a way to provide medical volunteers with identification
at the scene of a disaster. The
committee has partnered with ACEP, ODH, the federal Health Resources Service
