ALTERNATIVE PROGRAM FOR CHEMICAL DEPENDENCY PRESENTATION
Lisa Emrich, Monitoring Units Manager at the Ohio Board of Nursing, gave a PowerPoint presentation on the alternative program that the Ohio Board of Nursing has in place for licensees with chemical dependency. The statutory authority to implement this program is found in Section 4723.35 of the Ohio Revised Code.
Ms. Emrich explained that the Board of Nursing will abstain from taking disciplinary action against chemically dependent licensees who may be effectively treated for their chemical dependency. Before the individual can enter the program, they must temporarily and voluntarily surrender their license to the program. The individual must also sign an agreement and comply with all the requirements stated in the agreement. Most agreements are for four years; however, if an individual remains compliant throughout that agreement, they may request a release after three years. Only formal disciplinary action by the Board is made public; knowledge of an individual’s program participation is not available to the general public.
Anyone who seeks admission into the program must request and submit an application; this puts the burden on the person wanting to enter the program. It is a requirement that the individual return to practice with restrictions before finishing the program, which enables the program to properly monitor the individual. The individual may not apply for employment without authorization from the program and then, only with restrictions.
In response to questions, Ms. Emrich stated that they currently have three field staff, three in-house monitoring agents, a secretary and an administrative assistant to implement and monitor the program. The average cost before insurance to a licensee is $20,000. Ms. Emrich did not have the cost to the state.
After a brief discussion, the Board agreed that it would be beneficial to pursue this matter further. Statutory authority should be reviewed and steps can be built from that. Mr. Fiffick and Mr. Rucker will gather more details and inform the Board of their findings at the May Board meeting.
CHAIR’S REPORT, DAVID FIFFICK
Mr. Fiffick congratulated Mr. Rucker on his appointment as Executive Director of the Division of EMS. Mr. Rucker thanked the Board for their trust and support and stated that he is pleased to serve the Board and hopes they will be pleased with how the Division is run.
Mr. Fiffick advised that Board member Martin Mace has submitted his resignation effective immediately. The nomination process has begun and an appointment will be made as soon as possible.
