EXECUTIVE DIRECTOR’S REPORT, RICHARD RUCKER

·      National Registry Testing of Individuals Under the Age of 18

Mr. Rucker advised that the ad hoc committee met to discuss the issues involving the National Registry’s procedure for testing individuals under the age of 18.  After further discussion the committee recommends that the Board go with the option of taking the knowledge test and not the NR test, which means the individual would be certified by the State of Ohio but would not obtain a National Registry card.  The committee would like this option to be explored for all Ohio certifications regardless of age.  The committee will meet with a representative from the National Registry to address this issue and will report their findings at the June Board meeting.

·      HR Bill 3999

Following Dr. Cotton’s recommendation, Mr. Rucker sent a letter to Representative Sherrod Brown expressing the Board’s support for continuation of EMSC funding regarding HR Bill 3999.

·      Federal Interagency Committee on Emergency Medical Services

Mr. Rucker noted that he sent a letter to Senator George Voinovich at the encouragement of the National EMS Directors Association.  The letter asked the senator to support S.2351, which would establish a Federal Interagency Committee on Emergency Medical Services.

·      Weapon Safety Training CE

Heather Reed researched this and advised the Board they cannot, through a board order, set limitations on the number of hours they will accept or the quality of the training.  These conditions must be set forth in rules.  Nevertheless, several points in Dr. Rogers’ white paper are worth noting and, with minor modifications, could be posted on the website as a position paper.  Ms. Reed emphasized that any information given in a position paper cannot be construed as legal advice; the information should only be viewed as a suggestion by the Division.

Ms. Reed pointed out that several modifications to the position paper should be:

v     The paper should focus on gun safety issues in general and not whether the individual is a proper permit holder.
