REVIEW AND APPROVAL OF THE JUNE 16, 2004 EMS BOARD MINUTES

ACTION:       Motion to approve the June 16, 2004 EMS Board minutes.  Burgess first.  Jordan second.  None opposed.  Motion approved.

CHAIR’S REPORT, DAVID FIFFICK

Mr. Fiffick introduced Dr. Carol Cunningham who is the new State EMS Medical Director. 

 

STATE EMS MEDICAL DIRECTOR’S REPORT, DR. CAROL CUNNINGHAM

Dr. Cunningham thanked the Board for the opportunity to serve the people of Ohio. 

The doctor presented two applicants for Region VI’s Physician Advisory Board:  Dr. Thomas Munro who is the current Chairman of Region VI and is reapplying and Dr. Michael Tatman who is an emergency physician at Marietta Memorial Hospital.

 

ACTION:       Motion to approve Dr. Thomas Munro and Dr. Michael Tatman as members of Region VI’s Physician Advisory Board.  Burgess first.  Jordan second.  None opposed.  Motion approved.

EMS STAFF LEGAL COUNSEL, HEATHER REED

Ms. Reed distributed articles regarding Sunshine Law issues and commended the EMS Board and committees on announcing any meetings that are open to the public. 

 

 

 

 

 

 

Ms. Reed noted that she is still looking into the issue of drafting a law that would allow all levels of EMS providers to provide vaccinations in the case of an emergency.  To date, Ms. Reed has talked to the AG’s from the Nursing and Medical Boards and plans to discuss this with other agencies.    

 

Ms. Reed advised that last month ACEP had requested that the Division modify the scope of practice rules to permit EMT-P’s to administer routine vaccinations and immunizations to members of their own EMS entity.  The Medical Oversight Committee discussed this and concluded that an EMT-P cannot perform routine vaccinations.  This is currently not in the scope of practice for EMT-P’s and a law change would be required in order for this to occur.

 

Lastly, Ms. Reed introduced Andy Laderman, who is the new legal intern.

 

EXECUTIVE DIRECTOR’S REPORT, RICHARD RUCKER

Director Rucker introduced new staff member, Jan Greenley, who works in Certifications.  He then directed the Board’s attention to his memo regarding the Air Medical Subcommittee and asked them to review it and be prepared to discuss it at the August Board meeting.

 

It was reported that Director Morckel has discussed his desire for the EMS Board to take a more pro-active roll in preparing the State of Ohio EMS community for a terrorist event.  Director Morckel would like to meet with a few assigned Board members to discuss his thoughts on this issue.  Dave Fiffick, Mark Resanovich, Mark Burgess and Carl Jordan have agreed to meet with Director Morckel.

 

The Board was updated on the WMD Awareness Level course and manual, which was approved for recommendation to the State of Ohio Security Task Force.  Both OFA and OPOTA will place this program into basic academy instruction.

 

Director Rucker advised that The Department of Public Safety/The Division of EMS Annual Report can be viewed or downloaded from the DPS website.

 

In order to deter costs and save time, a new Goldman process has been researched.  Director Rucker cautioned that this process would only be utilized on those cases that the staff suggests could be easily remedied through this process.  He then explained the steps of the new process.

Ms. Owens informed the Board that #2055 LIFESafety Services, LLC has submitted a letter indicating their intent to allow their certificate to lapse on July 31, 2004. 

 

To date, 13 Certificates of Approvals were closed in 2004.  The Division has not received renewal applications from 5 programs with a July 2004 expiration date.  Also 10 programs with September 2004 expiration dates failed to meet the July 2nd deadline to file their renewal application as required by rule.
