Mr. Resanovich called the November 19, 2003 Board meeting to order at 9:03 a.m.

 

GOLDMAN HEARINGS

The hearings were called to order at 9:03 a.m. to conduct Goldman hearings in the cases of Thomas Wilbur, Danetta Knowlton, Arkie Caraballo, Edward Close and Kevin Cushman.  The five hearings were conducted in the presence of a court reporter and full transcripts are available.

ACTION:       The Board moved for Executive Session in order to deliberate and make final adjudication and disciplinary rulings in the cases of Thomas Wilbur, Danetta Knowlton, Arkie Caraballo, Edward Close, and Kevin Cushman by roll call vote at 9:52 a.m.  Burgess first. ACTION:       In the matter of Thomas J. Wilbur, EMS Case No. 2002-239-101, the Board recommends to deny his application and permanently revoke his certificate to practice as an EMT.  Rogers first.  Burgess second.  None opposed.  Jordan abstained.  Motion approved.

 

ACTION:       In the matter of Danetta R. Knowlton, EMS Case No. 2002-208-102, the Board recommends to deny her application to practice as an EMT-First Responder.  Rogers first.  Burgess second.  None opposed.  Jordan abstained.  Motion approved.

 

ACTION:       In the matter of Arkie Caraballo, EMS Case No. 2002-202-101, the Board recommends to deny his application and permanently revoke his certificate to practice as an EMT-Basic.  Rogers first.  Fratianne second.  None opposed.  Jordan abstained.  Motion approved.

 

ACTION:       In the matter of Edward L. Close, EMS Case No. 2002-312-102, the Board recommends to permanently revoke his certificate to practice as an EMT.  Rogers first.  Toth second.  None opposed.  Jordan and Resanovich abstained.  Motion approved.

 

ACTION:       In the matter of Kevin M. Cushman, EMS Case No. 2002-304-102, the Board recommends to deny his application to permanently revoke his certificate to practice as an EMT.   Rogers first.  Burgess second.  None opposed.  Jordan abstained.  Motion approved.

REVIEW AND APPROVAL OF THE OCTOBER 15, 2003 BOARD MEETING MINUTES.

Dr. Hawk wanted the record to note on Page 12 his concern regarding the indicator for measuring the number of patients transferred to the trauma center by helicopter and discharged within 24 hours of arrival and the fact that no approvals had been made by the Board on this topic.  It was agreed to continue this discussion during Old Business.

 

ACTION:       Motion to approve the October 15, 2003 Board minutes as amended above.   Jordan first.  Rogers second.  None opposed.  Motion approved.

CHAIR’S REPORT, MARK RESANOVICH

·        December Board Meeting

Since the December 17th Board meeting will include three Goldmans and one Report and Recommendation, the meeting will begin at 9:00 a.m. at the Ohio Department of Public Safety.

 

·        Chairman and Vice-Chairman Elections

Mr. Resanovich thanked everyone for their support throughout his two-year tenure as Board Chairman and acknowledged that everyone works well together.  Mr. Resanovich went on to say that there is much work ahead and thanked those who work on the committees.

 

Mr. Resanovich opened the nominations for Chairman.

 

ACTION:       Motion to nominate David Fiffick as EMS Board Chairman.  Burgess first.  Mankins second.

 

Since no other names were brought forth for the office of Board Chairman, the nominations were closed.

 

ACTION:       Motion to approve the nomination of David Fiffick as EMS Board Chairman.  Rogers first.  Fratianne second.  None opposed.  Motion approved.

 

Mr. Resanovich opened the nominations for Vice-Chairman.

 

ACTION:       Motion to nominate Carl Jordan as EMS Board Vice-Chairman.  Fiffick first.  Hawk second.

 

Since no other names were brought forth for the office of Board Vice-Chairman, the nominations were closed.

 

ACTION:       Motion to approve the nomination of Carl Jordan as EMS Board Vice-Chairman.  Rogers first.  Burgess second.  None opposed.  Motion approved.

 

·        Dr. Fratianne’s Retirement from the Board.

Mr. Resanovich presented a plaque to Dr. Richard Fratianne who is retiring from the EMS Board.  Mr. Resanovich noted that Dr. Fratianne is one of the original Board members and has given the Board much guidance throughout the years.  Mr. Resanovich not only thanked Dr. Fratianne for his service to the EMS Board but also on behalf of the Fire and EMS service throughout the state.  Mr. Resanovich added that Dr. Fratianne’s dedication and professionalism goes far beyond the words on the plaque.

 

Dr. Fratianne responded that he has had a wonderful twelve years.  He stated he has learned that each Board member brings a specific role to the Board which together makes a good team. 

 

INTERIM EXECUTIVE DIRECTOR REPORT, RICHARD RUCKER

·        Staff Update

Mr. Rucker reported that a Statistician position has been posted to assist the Data Manager in collecting and posting data. 

 

A new Trauma Information Medical Section is being added, which Mike Glenn will supervise.

 

A Grants 2 position has been posted and interviews will be conducted next week. 

 

The Testing Secretary position has been filled by Saunnie Rookstool who is currently in Certifications.  Ms. Rookstool will begin the position in the near future. 

 

Mr. Rucker introduced Walt Ashbridge who will be working part time for Investigations and Cheryl Hupp who is the Administrative Assistant 1 in Investigations.

 

·        Seven Special Studies

Mr. Rucker announced that the seven special studies on EMS and trauma topics are completed and will be going to the Governor’s office in the near future.  Each Board member will receive a copy at the December Board meeting; however, if any member would like a copy prior to then, please inform the staff.
